If you just want to sightsee, sure. The Sleepers won't shoot you. But the thing has almost no fitting slots - so it's usefullness is really limited. Better off with a T2 exploration frigate in most instances.

Oh, one thing I forgot - an Orca won't fit in a C1 I believe. And really, it's so expensive that you don't want to use it unless it's helping you do something that makes a lot more money than you'll get out of a C1.

I started in a wormhole corp this way myself. Skilled for a Noctis and did cleanup duty for my corp's PvE ops. Salvaging IV is plenty for sleeper battleships and lower along with some salvage rigs. But honestly, I don't prefer the Noctis for this...
